Appointed on 13.05.2026 as Regional Governor of Sliven Region. Born in 1974 in the city of Sliven. Graduated from the University of National and World Economy, International Economic Relations, and before that from the Language School in Sliven. Lived in Germany. Long-time executive director of a company in the Federal Republic of Germany focused on creating innovative and environmentally friendly products in the charcoal segment. Speaks English, German, Russian and Serbo-Croatian. Has one son. |

Powers of the regional governor:
Art. 7. of the Organizational Regulations of the regional administrations The regional governor:
1. implements state policy in the region, coordinates the work of the executive authorities and their administrations on the territory of the region and their interaction with local authorities;
2. (amended - State Gazette, issue 70 of 2020) ensures compliance between national and local interests, organizes the development and implementation of strategies and programs, interacts with local self-government bodies and local administration;
3. ensures the implementation of the state policy for promoting investments on the territory of the region in accordance with the powers granted to him by the Investment Promotion Act;
4. is responsible for the protection and preservation of state property on the territory of the district;
5. exercises control over the legality of the acts and actions of the local self-government bodies and the local administration, such as:
a) exercises control over the legality of the acts of the municipal councils, unless otherwise provided by law; he may return the unlawful acts for new discussion in the municipal council or challenge them before the relevant administrative court;
b) may cancel unlawful acts of the mayors of municipalities, unless otherwise provided by law, within 14 days of their receipt or referral to him;
6. ensures compliance with the law on the territory of the district and exercises administrative control over the implementation of administrative acts;
7. liaises with the territorial units of the central administration of the executive branch on the territory of the district;
8. coordinates and controls the implementation of the acts and actions of the heads of territorial units of the central administration of the executive branch on the territory of the region;
9. coordinates and controls the activities of the territorial units of the ministries and other administrative structures that provide administrative services on the territory of the region, regardless of their hierarchical subordination;
10. implements an information policy that guarantees openness and accessibility of the activities of the administration headed by him;
11. heads the regional development council;

14. (amend. - SG, issue 70 of 2020) participates in the regional development council under the conditions and according to the procedure specified in the Regulations for the Implementation of the Regional Development Act;
15. is responsible for the organizational and technical preparation of elections for state and local authorities and for members of the European Parliament of the Republic of Bulgaria on the territory of the district;
16. carries out the preparation of the economy and the population in the area for defense and organizes the implementation of tasks related to defense, in accordance with the Law on Defense and Armed Forces of the Republic of Bulgaria;
17. heads the district security council;
18. carries out the management of the water and sanitation systems as a representative of the state in the water and sanitation association under the conditions and according to the procedure determined by the Water Law;
19. (amended - State Gazette, issue 27 of 2013) is responsible for the preservation of public order on the territory of the district in the exercise of the powers granted to it by law;
20. organizes and manages the activities for the protection of the population, cultural and material values and the environment in the event of disasters;

22. approves the regional transport schemes;
23. carries out the international contacts of the region at the regional level;
24. approves the job schedule of the regional administration and the job descriptions of the positions that are directly subordinate to it, and of the Secretary General;
25. is responsible for the implementation of financial management and control in all programs, activities and processes managed by it in compliance with the principles of legality, good financial management and transparency;
26. issues penal decrees for the imposition of administrative penalties in the cases provided for by law or other regulatory act;
27. exercises the powers of a body for appointing civil servants under the Civil Servant Act and the powers of an employer under employment relations under the Labor Code;
28. second, upon explicit authorization, by order, deputy regional governors in the country and abroad;
29. second, by order, civil servants and those working under an employment relationship in the regional administration in the country and abroad;
30. approve a sample seal of the regional governor, which is round in shape, as well as stamps for official purposes;
31. approve the internal rules for the circulation of electronic documents and documents on paper, corresponding to the specifics and peculiarities of the activities of the regional administration;
32. ensure the development and implementation of an administrative information system (AIS) in the regional administration;
33. exercise other powers assigned to it by law or by an act of the Council of Ministers;
34. establish and manage councils and commissions in the performance of other functions assigned to it by law or by an act of the Council of Ministers.
(2) (New - SG, issue 5 of 2010, effective 19.01.2010) In exercising his powers, the regional governor may establish public councils and commissions as advisory units, as well as working groups to solve specific tasks.
